I visited some remote city just once for an afternoon, and maps decided to open right on it every time since then, on all my devices. Tried everything else to change it, no dice. This worked, so I guess it's the answer of 2022 as well. Since this question has been asked, the gear has become unavailable from my desktop web browser , as has the location option under Search Settings. I was similarly being presented with a map centered on a location that wasn't relevant to me. Now, it centers on that location every time.
At the bottom right, click Settings Timeline settings. If a place is wrong on Timeline, you can edit the location and when you were there. Google Maps allows you to store your home address, so you don’t have to keep typing the address. When you’re in an unfamiliar location and you’re not sure how to navigate, the first thing you’d want to do is find your way home. You can also customize the Home icon to your liking.

The pano action launches a viewer that renders the resulting panorama as a sphere with a camera at its center. You can manipulate the camera to control the zoom and the orientation of the camera.
